The contest aims to widely propagate so that the entire Party, the entire people and the entire army are aware of the purpose, meaning and importance of the election of deputies to the 15th National Assembly and the People's Councils at all levels for the term 2021 - 2026.

It is known that the purpose of the contest is to: "Propagate the entire Party, the entire people, the entire army is aware of the purpose, role, meaning, importance of the election - important political events of the land. Since then, the whole society chooses and elects representative representatives in the National Assembly and People's Councils at all levels for the term 2021-2026, who deserve to be the representative of aspirational will and ownership of the people, actively contributing to building, consolidating and perfecting the socialist rule of law state of the people, by the people, for the people, under the leadership of the Communist Party of Vietnam ”.

Professional and amateur painters, domestic and foreign Vietnamese, can submit one or more entries. The entries are shown on the 54cm x 79cm paper size, which are recent works, have not yet been submitted to other contests and have not been disseminated in any way.

The contest entries are sent via email phongttcd.vhcs@gmail.com or Propaganda Department, Grassroots Culture Department (address 86A, Lane 3 Le Van Huu, Ngo Thi Nham Ward, Hai Ba Trung District, Hanoi city) through December 31, 2020. It is expected that the closing ceremony and awarding ceremony will take place in May 2021.
